On September 6, the China National Intellectual Property Administration (CNIPA) held a press conference on the 2021 National Social Satisfaction Survey on IP Protection. Zhi Suping, Director of the Intellectual Property Office of Jiangsu Province (JSIPO), attended the press conference as the only representative from regional IP administration authorities. He said in response to questions from reporters that the CPC Jiangsu Provincial Committee and Jiangsu Provincial People's Government place a high value on IP protection and have incorporated IP protection into Jiangsu's high-quality development planning. He added that JSIPO, in line with its responsibilities, has taken better, stricter, more effective, and more extensive measures to continuously optimize the business environment.

First, create a better policy environment. JSIPO has requested the CPC Jiangsu Provincial Committee and Jiangsu Provincial People's Government to issue such policies as the Opinions on Strengthening the Protection of Intellectual Property Rights, the Plan of Jiangsu for Intellectual Property Development During the "14th Five-Year Plan" Period, the 15-year Plan (2021-2035) for Developing Jiangsu into a Leading Province in Intellectual Property, and the Jiangsu Patent Award Selection Method. It has released policies for the third consecutive year to help enterprises overcome IP-related obstacles.

Second, develop a stricter legal system. JSIPO has led the development of the Regulations of Jiangsu Province on Intellectual Property Promotion and Protection, which specifies the rule of imposing serious penalties on intentional infringement of others' IP rights, and gives IP administration offices in prefecture-level cities the authority to impose administrative penalties on patent agents for violating laws and regulations. It issued the Regulations on Patent/Trademark Administrative Law Enforcement and the Patent and Trademark Administrative Law Enforcement Practices to establish unified IP law enforcement standards and bolster its law-based IP protection.

Third, implement stronger IP protection. JSIPO led the way in China in creating IP protection demonstration zones to make Jiangsu a leading province for IP protection. Every year, JSIPO releases the implementation plan for Jiangsu's administrative IP protection, prioritizes IP protection for key industries and sectors, and implements special measures like "two fights" (a campaign against infringement and counterfeiting), "two fights and two protects" (a campaign against monopolies and unfair competition and protecting IP and consumers' legitimate rights and interests) and "geographical indication", which have generated a number of typical cases. It takes practical steps to strictly regulate patent application, curb malicious trademark squatting, and protect well-known trademarks while maintaining a severe crackdown on illegal activities. In 2021, JSIPO handled 4,564 patent infringement disputes across Jiangsu, a 23.61% YoY increase.

Fourth, expand the collaboration on IP protection. JSIPO established the Office for Coordinating Administrative Enforcement and Criminal Justice for Intellectual Property Protection as a platform for collaboration between the executive and judicial branches. The Office has accepted 3,053 court-appointed cases for online mediation. It has facilitated effective regional law enforcement collaboration across the Yangtze River Delta, 12 provinces and cities, and Nanjing Metropolitan Area. Under its guidance, the three sub-centers of the National Overseas Intellectual Property Dispute Response & Guidance Center in Jiangsu operate efficiently. JSIPO is accelerating the development of the "1 + 13 + N" rapid collaborative IP protection system to offer quick coordinated services for innovation entities.
