On September 6, the China National Intellectual Property Administration (CNIPA) released the results of the 2021 National Social Satisfaction Survey on IP Protection. Jiangsu took the first place in China with a record-breaking score of 83.62 points.
CNIPA has conducted the annual national survey of social satisfaction with IP protection for ten years running. The survey consists of five primary evaluation metrics (laws and policies, law enforcement, mechanism building, awareness raising, and protection result), 11 secondary metrics, and 28 tertiary metrics.
The survey shows that Jiangsu's score for social satisfaction with IP protection in 2021 is 0.05 points higher than that of 2020, 16.26 points higher than the early 13th Five-Year Plan period, and 3.01 points higher than the national score. In general, Jiangsu has witnessed a consistent rise in social satisfaction with IP protection over the past six years.
It scored more than 80 points across all primary metrics. It earned its highest score (85.83 points) for "laws and policies", followed by "law enforcement" and "mechanism building". This illustrates Jiangsu is highly regarded by all walks of life for the completeness and effectiveness of its IP protection laws and policies. Among the 28 tertiary metrics, Jiangsu received the highest score (87.36 points) for "fairness in IP administrative enforcement and adjudication", a tertiary metric under the primary metric "law enforcement", for which Jiangsu scored 84.07 points. This indicates that Jiangsu is well regarded by all walks of life for its fairness in IP administrative protection and also speaks to its quality and efficiency in administrative IP protection. It scored 82.36 points for the "mechanism building" metric, indicating that it has done well in IP protection support, IP services, overseas IP protection services, and non-judicial dispute settlement mechanisms, and its efforts have garnered extensive social attention. For the "protection result" and "awareness raising" metrics, it scored 82.90 and 80.13 points, respectively.
Next, JSIPO will continue implementing the decisions and arrangements made by the CPC Central Committee, the State Council, the CPC Jiangsu Provincial Committee, Jiangsu Provincial People's Government, and CNIPA, ratchet up its efforts to protect IP, and work with all quarters concerned to achieve more effective protection and solid support for fostering a favorable business environment.
