The Jiangsu Province Intellectual Property Office (JSIPO) recently organized a provincial IP development demonstration campaign for 2022 across relevant counties and parks in Jiangsu to advance the development of an IP-intensive province and align with the demonstration campaign for making China an IP powerhouse.

The demonstration campaign involves building provincial IP development demonstration counties and parks. IP development demonstration counties are "Demonstration Counties (County-level Cities or Districts) for Developing Jiangsu into a Leading Province in IP" with their construction completed. Such demonstration counties must have achieved remarkable results in regulating patent application and trademark registration and the "Blue Sky" campaign for cracking down on illegal patent agency behavior. The following elements are required for an IP development demonstration county: (1) an IP steering group led by the local CPC committee and government and a cross-agency collaboration mechanism; (2) special funds earmarked for IP-related work; (3) a certain number of national or provincial IP advantages and demonstration enterprises; (4) a mature IP protection collaboration mechanism and an IP evaluation system to build a robust IP protection platform and implement intelligent IP protection and law enforcement; (5) policies and measures for promoting the development of the local IP service industry to help build the public IP service capabilities; (6) a solid IP talent training mechanism and effective publicity of major IP-related events.

IP development demonstration parks are Demonstration Parks for Developing Jiangsu into a Leading Province in IP and state-level new areas with their construction completed. Such demonstration parks must have achieved remarkable results in the transfer and commercialization of IP rights, collaboration with industry, academia and research institutions, high-end brand cultivation, IP finance, and IP protection. The following elements are required for an IP development demonstration park: (1) an IP steering group led by the park management committee and a cross-agency collaboration mechanism; (2) a patent mapping and decision-making mechanism, trademark and brand development strategies, and a geographical indication application model that meet the actual needs in the development of industries the park is involved to fully unleash its IP competitive edge; (3) an IP administration authority with full-time staff and special funds earmarked for IP-related work; (4) a well-developed IP protection system and IP credit system; (5) a public IP service platform that delivers high-quality and efficient public IP services; (6) regular training and IP publicity events and a sound IP talent training policy system and working mechanism.

The Jiangsu IP Development Demonstration Counties and Parks have a construction and demonstration period of three years, after which a re-evaluation is required. The Jiangsu IP Development Demonstration Campaign plays a crucial role in advancing the in-depth implementation of the 15-year Plan (2021-2035) for Developing Jiangsu into a Leading Province in Intellectual Property and the Plan of Jiangsu for Intellectual Property Development During the "14th Five-Year Plan" Period.
